European consumer infocentres (Euroguichet)
European Consumer Infocentres are excellent relays for :
a) the distribution of information on legislation and on case law both at the European levels and of the Member State concerned. They also distribute the results of comparative tests and develop cross-border studies.
b) the assistance and the advice on mediation, information concerning the procedures, first legal aid and orientation towards other authorities.
After the pilot phase started in 1991, European Consumer Infocentres form now part of the general framework of Community activities proposed and set up for a 5-year duration.
This legal framework presents a whole series of activities and of priorities in relation to the objectives of Article 129A of the Treaty where Centres find their base legal.
It is shown today that, according to the experience gained, these centres, currently ten (list in annex) meat a real expectation of the confronted general public when facing the difficulties linked to the completion of the single Market.
The European Commission, via Health and Consumer Protection Directorate-General, co-finances these centres. 50 % of their subsidies come from organisations of the private or public sector. This cofinancing cannot exceed Euros 160 000.
However, following the evaluation of the network carried out in 1997, the consultant proposes increase the subsidy to 200 000 Euros to extend the fields of activities in the direction of a common prospect for the single Market (no longer to be restricted to the cross-border regions) and to set up a network on a European scale. This means at least one Centre per Member State and an additional Centre in the countries marked by major linguistic and cultural differences.
