In 1997 or, failing that, no later than 1999, a European System of Central Banks and a European Central Bank responsible for issuing and administering a single currency, the euro, will be set under the Treaty on European Union in the context of Economic and Monetary Union. The European Monetary Institute, based in Frankfurt, has been preparing the ground since 1994.
