The Committee of the Regions was set up by the Treaty on European Union to enable the bodies closest to citizens, regional and local authorities, to participate in the construction of the European Union. It consists of 222 members and an equal number of alternates, representing regional and local authorities, appointed for four years by the Council of the European Union (on proposals from the respective Member States). It is a general advisory body and must be consulted by the Council or the Commission in five areas:
