The European Commission maintains this website to enhance public access to information about its initiatives and European Union policies in general. Avian influenza and the human influenza pandemic threat are global challenges. The European Commission is working to help structuring and coordinating a global response. Over the year 2005, the European Commission has closely followed and actively supported the development of global strategies on avian and pandemic influenza by the World Health Organization, the Food and Agriculture Organization, the World Organisation for Animal Health. Addressing the current public health threat at source means first and foremost to help third countries, where the animal disease has become endemic, countries that are newly infected or countries that are at risk. The EU has a number of legislative provisions in place to survey, prevent and control avian influenza outbreaks in Europe, which are continually being updated to address new developments in the disease situation. All Member States have avian influenza contingency plans in place in case of an outbreak and the EU works closely with international partners such as the UN Food and Agriculture Organization (FAO) and World Organisation for Animal Health (OIE) on this issue. EFSA's First Community Summary Report on Trends and Sources of Zoonoses, Zoonotic Agents and Antimicrobial resistance in the European Union in 2004 was published in December 2005. The zoonoses, meaning infectious diseases transmissible from animals to humans, affected over 380,000 EU citizens in 2004. Often the human form of the disease is acquired through contaminated food. According to the report, the two most frequently reported zoonotic diseases in humans were Salmonella and Campylobacter infections. These bacteria were also commonly found in food and animals. The report includes information of 11 zoonoses, antimicrobial resistance in zoonotic agents as well as foodborne outbreaks. Covers Salmonella, Campylobacter, Listeria, Verotoxigenic Escherichia Coli (VTEC), tuberculosis due to Mycobacterium bovis, Brucellosis, Yersinia, Trichinella, Echinococcus, Toxoplasma, Cysticerci Sarcocystis.

EISS helps reduce the burden of disease associated with influenza in Europe by collecting and exchanging timely information on influenza activity, contributing to the annual determination of the influenza vaccine content, providing relevant information about influenza to health professionals and the general public and contributing to European influenza pandemic preparedness activities. All 25 European Union Member States and Norway, Romania and Switzerland are represented in EISS. EISS presents in the weekly surveillance reports clinical and virological data concerning influenza activity in 25 of these 28 countries: Austria, Belgium, the Czech Republic, Denmark, Estonia, France, Germany, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Romania, the Slovak Republic, Slovenia, Spain, Sweden, Switzerland and the United Kingdom (England, Northern Ireland, Scotland and Wales). This surveillance scheme includes roughly 13,000 sentinel physicians and covers a total population of 464 million inhabitants. EISS also operates the Community Network of Reference Laboratories for Human Influenza. This network includes 38 reference laboratories in the 28 European countries represented in EISS, i.e. the above mentioned countries and Cyprus, Finland and Greece.

Every year, all over the world, several deaths or severe illnesses, sometimes with serious consequences, are reported after contamination by rodents or non human primates. Each data sheet gives basic knowledge on a pathogen, the illness it provokes in animals, in humans, the reservoir, the transmission and the elementary rules for prevention at the workplace. This website gives also a link to "expérimentation animale" (animal experimentation) with abstracts of its essential rules, including occupational prevention.

Zum Hintergrund des Beschlusses 609 wurde ein Vorwort beigefügt. Der übliche Mund-Nasen-Schutz im Gesundheitswesen ist nur dann für diesen Einsatz geeignet, wenn er die Anforderungen an eine FFP1-Maske erfüllt. Zur Schutzwirkung der verschiedenen Atemschutzmasken wurde weiterer Forschungsbedarf gesehen.

Der beim Bundesministerium für Wirtschaft und Arbeit (BMWA) angesiedelte Ausschuss für Biologische Arbeitsstoffe (ABAS) und die Berufsgenossenschaften haben für den Fall eines Auftretens der Vogelgrippe bereits entsprechende Schutzmaßnahmen empfohlen. Schon 2003 wurde der Beschluss 608 "Empfehlung spezieller Maßnahmen zum Schutz der Beschäftigten vor Infektionen durch den Erreger der klassischen Geflügelpest" des ABAS gefasst. Dieser Beschluss bezieht sich auf die 2003 in Europa aufgetretene Form der klassischen Geflügelpest, die von der EU inzwischen als "Low Pathogenic Avian Influenza (LPAI)" bezeichnet wird, d.h. der für den Menschen eine niedrige Gefährdung zugemessen wird. Dennoch können die im Beschluss 608 genannten Schutzmaßnahmen wie das Tragen Persönlicher Schutzausrüstungen (PSA) einschließlich Atemschutz und die Beachtung von Hygienemaßnahmen auch bei Kontakt zu Tieren, die an der neuen Form der Vogelgrippe ("Highly Pathogenic Avian Influenza - HPAI") erkrankt sind, als geeignet angesehen werden. Der berufsgenossenschaftliche Koordinierungskreis für biologische Arbeitsstoffe der BGZ (KOBAS) hat unter Beteiligung unter anderem von Experten des Robert Koch-Institutes und der Länder im Frühjahr 2005 eine Empfehlung zum Atemschutz bei Influenza erarbeitet, die anschließend vom ABAS als Beschluss 609 "Arbeitsschutz beim Auftreten von Influenza unter besonderer Berücksichtigung des Atemschutzes" bestätigt wurde. Dieser Beschluss geht nicht speziell auf aviäre Influenzaviren ein, deren Übertragung von Mensch zu Mensch bisher nicht sicher belegt ist, sondern generell auf den Schutz vor luftübertragenen Influenzaviren, die von erkrankten Menschen auf Nichterkrankte übertragen werden können. Dennoch können die Hinweise des Beschlusses 609 auch als hilfreich angesehen werden, falls es zu dem Fall käme, dass ein Mensch an der neuen Form der Vogelgrippe erkrankt ist und vom medizinischen Personal behandelt werden müsste. Risk factors, health, well-being, health care needs and preventive measures during the H7N7 avian flu outbreak control in the Netherlands.An estimated thousand people, possibly more have been infected with avian flu during the outbreak in the Netherlands in 2003. One third of the poultry farmers whose holdings were cleared reported stress reactions, fatigue and depressive symptoms. The large spread of the virus underscores the importance of the measures to prevent poultry-to-human transmission in people handling infected poultry. The possible uncertainty, stress and anxiety associated with the avian flu control demand specific health care attention. A total of 453 people reported with health complaints, predominantly conjunctivitis. Antibodies were found in 59% of infected poultry workers' family members. Of the 500 tested persons who had handled infected poultry, about 50% showed an antibody response. The poultry farmers and workers complied insufficiently with the preventive measures. The antiviral drug oseltamivir protected against infection, whereas mouth and nose masks did not. The attention for support, information and respectful treatment of poultry farmers and workers during the clearances worked quite well. Externally hired veterinarians experienced their activities as emotionally aggravating more often than other professionals. About a quarter of the poultry farmers worried about the survival of their holding and the sector as a whole; 16% felt a need for additional support, help or health care because of the avian flu. They consulted agricultural care providers and family doctors, and less frequently mental health care providers.
