Plone Improvement Proposals - aka. PLIPs. If you want to suggest a new project for core Plone development, this is the area to do it. Note that you should be willing to help doing this, and also put some effort into creating the necessary documentation and researching the requirements to make a PLIP.
Project Wiki - This is a wiki for developers, where they discuss future projects and developments. Very unstructured, but that's the idea. An area for brainstorming.
