La décentralisation vise à accroître l’efficacité de l’UNESCO auprès de ses Etats membres et Membres associés.
Réseau hors Siège
La décentralisation est considérée comme un moyen pour l’UNESCO de concevoir et mettre en œuvre des programmes qui, bien que d’envergure mondiale, seront adaptés aux besoins et conditions précises des Etats membres. Une attention particulière est portée aux pays en voie de développement et à leurs contextes socio-économique, géographique, culturel et politique.
L'un des éléments clés de la stratégie exposée dans le Plan d'action pour la décentralisation approuvé par les organes directeurs consiste à rassembler les Etats membres au sein de « groupes de pays » (« clusters ») desservis par des bureaux multipays multidisciplinaires, des bureaux nationaux, des bureaux régionaux et des bureaux de liaison. Le Bureau de coordination des unités hors Siège est chargé d’assurer une mise en œuvre efficace du nouveau réseau hors Siège et de fournir une ligne de gestion claire et unique.
