Guidance document on the submission of data for the evaluation of the safety and the efficacy of substances for the removal of microbial surface contamination of foods of animal origin from the Scientific Panels AFC/BIOHAZ

Summary

Article 3(2) of Regulation 853/2004 of the European Parliament and Council, which lays down specific hygiene rules for food of animal origin, constitutes the legal basis for the use of substances other than potable water or clean water to remove surface contamination from foods of animal origin intended for human consumption. The use of such substances can only be considered if their toxicological safety and efficacy can be demonstrated. The Scientific Panel on Biological Hazards (BIOHAZ) proposed EFSA a self-mandate on developing a guidance document for the evaluation of the efficacy of substances intended to be used for the removal of microbial surface contamination of foods of animal origin. Meanwhile, the General Directorate of Health & Consumer Protection (DG-SANCO) of European Commission (EC) welcomed this initiative and requested EFSA to include also the toxicological aspects in this guidance document. The evaluation of the safety of these substances falls within the remit of the Scientific Panel on food additives, flavourings, processing aids and materials in contact with food (AFC).

Therefore a joint AFC/BIOHAZ draft guidance document for the submission of data for the evaluation of the safety and the efficacy of substances intended to be used to remove microbial surface contamination of food of animal origin, was developed. On 31 March 2006 EFSA published the draft guidance document and requested comments. The closure date of the consultation was 26 May 2006. EFSA and both the AFC and the BIOHAZ Panel wish to acknowledge and express gratitude to those who provided comments. The received comments were taken into consideration during the revision and the final adoption of the guidance document from both BIOHAZ and AFC Panels.

It should be noted that this document is intended as guidance for the submission of data for the evaluation of the safety and efficacy of substances intended to be used for the removal of microbial surface contamination of foods of animal origin according to Article 3(2) of Regulation 853/2004 of the European Parliament and Council on specific hygiene rules for food of animal origin. EFSA in its role as the Risk Assessment body in food safety in the European Union (EU) will provide a scientific opinion/assessment after an official request from the EC to evaluate the efficacy and safety of such substances.
