EFSA recommends continuation of EU sheep breeding programme to reduce risk of scrapie and BSE

EFSA launches public consultation on developing a harmonised approach for the environmental risk assessment of additives used in animal feed

New Executive Director announces EFSA’s future priorities

EFSA invites European Commission to dialogue on GMO issues
Last Monday EFSA invited Environment Commissioner Stavros Dimas to a meeting to update him on EFSA’s scientific and procedural approach on food safety issues, especially on his comments on the risk assessment of GMOs. In this meeting EFSA would also like to discuss the issues raised in the EFSA evaluation report on practises concerning risk assessment, to which the Commissioner referred in his speech at the conference on GMO co-existence in Vienna last week.

EFSA opinion on welfare of laboratory animals
The Panel on Animal Health and Welfare (AHAW) of the European Food Safety Authority (EFSA) has published an Opinion on aspects of the biology and welfare of laboratory animals. The Opinion includes recommendations on the humane killing of laboratory animals and improved welfare for certain invertebrate species and fetuses. It also suggests that some of the most commonly used species of laboratory animals continue to be bred specifically for their use in scientific experiments as this provides for better welfare and good science.

EFSA report on animal diseases transmissible to humans
The European Food Safety Authority (EFSA) has published its first annual report on infectious diseases transmissible from animals to humans. These diseases, called zoonotic diseases, affected over 380,000 EU citizens in 2004. Often the human form of the disease is acquired through contaminated food. According to the report, the two most frequently reported zoonotic diseases in humans were Salmonella and Campylobacter infections. These bacteria were also commonly found in food and animals.

EFSA provides update on avian influenza and food safety
The presence of H5N1 avian influenza in parts of continental Europe has raised public concern with respect to the safety of poultry products and eggs for human consumption. The European Food Safety Authority advises that there is no evidence to suggest to date that avian influenza can be transmitted to humans through consumption of food, notably poultry and eggs. The European Food Safety Authority further confirms that there should be no change to longstanding food safety advice that poultry products be properly cooked in order to protect consumers from possible risks of food poisoning.

EFSA provides new scientific assessment on the age limit for the removal of specified risk materials from cattle with regard to BSE
The removal of specified risk materials (SRMs) is one of the most important risk management measures to protect the health of consumers against the risk of Bovine Spongiform Encephalopathy (BSE). EFSA’s Executive Director takes up residence in Parma
As of today, Geoffrey Podger, Executive Director of the European Food Safety Authority (EFSA), will be officially based in Parma, its official seat. Since spring 2004, when the Seat Agreement between EFSA and the Italian Government was signed, much progress has been made. The Authority is very grateful for the support received from the Italian authorities in facilitating its move to Parma. The arrival of Geoffrey Podger will provide further impetus for the development of EFSA’s activities.

Meeting deadlines cannot be at the price of inferior science:
At its first meeting held today in Parma, Italy – the future home of the European Food Safety Authority (EFSA)- the EFSA Management Board reviewed the Authority’s position on setting reasonable timeframes for its scientific work. The Board endorsed the Authority’s commitment to timely provision of scientific advice. However the principle of meeting deadlines cannot be at the price of inferior science. The meeting also marked an important step in EFSA’s future move to Parma with the signing of the Seat Agreement with Italy.

EFSA plans greater public involvement in its work

EFSA gives update on semicarbazide : No reason to change current dietary habits including for babies Precautionary action by industry recommended for baby foods
EFSA released today a risk assessment regarding semicarbazide (SEM) in food based on the most recent evidence made available to its scientific panel. This statement updates preliminary advice issued by EFSA on the possible occurrence of semicarbazide in certain foods packaged in glass jars and bottles. While results are not conclusive at the present time, it has become clear that SEM is present in certain foods in very small quantities. The risk to consumers - if any - is judged by scientific experts to be very small, not only for adults but also for infants. Nevertheless, experts believe it would be prudent to reduce the presence of SEM in baby foods as swiftly as technological progress allows. EFSA therefore recommends that the European Commission put in place a monitoring programme to ensure that industry implement alternative packaging solutions in a timely manner focusing on baby foods as an immediate priority. In the interim, EFSA’s scientific experts advise no change to current dietary habits: consumers may continue to utilise all foods concerned, including baby foods.

EFSA Expert Group looks at semicarbazide: too early for any conclusions
The European Food Safety Authority (EFSA) has been informed by industry that scientific analysis indicates that semicarbazide (SEM) may have been found in some plastic sealing gaskets used in lids of glass jars and in some packaged foods. These gaskets are used in a very wide range of foods in jars including fruit juices, jams and conserves, honey, baby food, pickles and sterilized vegetables, mayonnaise, mustard, sauces, and ketchup.

EFSA issues GMO opinion
European Food Safety Authority (EFSA) scientists have concluded that there is no new scientific evidence, in a recently submitted report, to justify the banning of certain GMOs in Upper Austria. After a thorough discussion on the 29 April, the European Food Safety Authority’s (EFSA) Management Board agreed a proposal from the EFSA Executive Director Geoffrey Podger, nominating a number of scientific experts to make up the Authority’s Scientific Committee and Panels. EFSA gets into flavourings
The Executive Director of the European Food Safety Authority, Geoffrey Podger, has given the green light to a landmark contract in the Authority’s scientific development. As part of an important initiative aimed at making EU food safer; from July 2005 at the latest, only food flavourings which form part of a positive list will be allowed. The new contract will enable EFSA to finalise the scientific work necessary to complete the list by evaluating up to 800 flavouring substances between 2003 and 2005. Thus, it will finally be possible to put into force an important piece of European food safety legislation.

Increased cooperation in food safety assessment
The Executive Director of the European Food Safety Authority, Geoffrey Podger, opened the first meeting of its Advisory Forum today. This body is a vital component of food safety assessment in Europe, as it will sit right at the heart of the extensive food safety network that is being set up at the present time. This network will have direct links to food authorities, decision makers and the best expertise in each of the EU Member States. The Advisory Forum will therefore play a leading role in making the input to EU food safety decision making much more coherent.

Head of food safety authority appointed
Mr Geoffrey Podger has been appointed as Executive Director of the European Food Safety Authority. He will take up the position on 1st February 2003. Stuart Slorach, who chairs the food authority’s Board, announced the appointment saying: ‘We are very happy that we have the right person for the job. He has the knowledge and experience that we need, having led the development of a national food agency. This means that we can now make real progress on the path to full operational status. This will include setting in place the final cornerstones of the Authority; the Advisory Forum and the Scientific Committee and Panels, and the recruitment of the main body of staff.’

Executive Director of the European Food Safety Authority nominated
The Management Board of the European Food Safety Authority today nominated Geoffrey Podger as its Executive Director. The Chairman of the Board, Dr Stuart Slorach said: ‘I am delighted to announce that the Management Board had nominated Mr Podger as the Executive Director. This is an important step towards making the European Food Safety Authority fully operational. But there is another step before a formal appointment can be made as the nominated candidate will make a statement to the European Parliament before being appointed.’

Another major hurdle cleared in setting up a food
The latest major landmark in setting up the new European Food Safety Authority has been the selection of its Management Board in July. A balanced group of fifteen high level experts have been selected for the job, and they held their first meeting on 18/19th September in Brussels. The European Food Safety Authority is being set up with the task of making a major contribution to restoring people’s confidence in food safety throughout Europe. The Authority will have the job of looking at the ‘big picture,’ on behalf of all European citizens, by making sure that food safety decisions are based on the latest and best scientific information from around Europe and the world.

First board meeting of new food authority to be held next week
The first meeting of the Management Board of the new European Food Safety Authority will be held on 18/19th September in Brussels, and it will deal mainly with approving the Board’s operating methods and appointing its Chairman and Vice-Chairman. The creation of the new Authority will go a long way towards ensuring that future EU food safety decisions are based on the latest and best scientific information from around Europe and the world. The most important of the Board’s initial tasks over the next few months will be to appoint the Executive Director, who will be responsible for the day to day management of the Authority.
