Skill Test (ATPL) procedure and Assessment of Competence procedure for initial and renewal of the examiner certificate
To pass a skill test for the ATPL or an Assessment of Competence for the inital or renewal of the Examiner certificate, this is what should be done:
1. The candidate or the ATO has to ask for a designation of examiner by submitting the form "Application form for designation of examiner" to the general email address of the Licensing department bcaa.lic.dir@mobilit.fgov.be with the subject "designation of examiner".

2. BCAA will confirm the examiner by sending an email to the candidate and the examiner, if the mail of the examiner is included in the Licensing database or written on the form.
3. After having received the confirmation from BCAA or from the candidate, the examiner must notify the skill test 24h in advance through the skill test registration application which is available on our website under the tab : Licences/Vergunningen – Pilotes/Piloten – Skill test & proficiency check
The examiner has to fill in his email and will receive an automatic reply with a number. This number is what we call the skill test number registration.
4) When the examiner has checked the candidate he must fill in the Belgian skill test report form. This can be found on our website under the tab Formulaires/Formulieren - Immatriculations et Licences/Inschrijvingen en vergunningen - Part-FCL
On the left upper side of this form there is a box "BCAA skill test number". In this box should be written the skill test number registration the examiner received by automatic reply.
After the check has been done, the examiner gives the original report form to the candidate, takes a copy for his own records and sends the second copy by post to BCAA Licensing to the address you can find on our website on the page Vergunningen/Licences – Piloten/Pilotes - Informations Pratiques/Praktische Informatie.
Skill test, Proficiency check and AoC procedure
For all skill tests, proficiency checks and Assessments of Competence, this is what should be done :
1. In case of a skill test for ATPL or an assessment of competence for an examiner certificate, please read the first paragraph on this page.
2. The examiner must notify the skill test 24h in advance through the skill test registration application which is available on our website under the tab : Licences/Vergunningen – Pilotes/Piloten – Skill test & proficiency check The examiner has to fill in his email and will receive an automatic reply with a number. Examiner Differences Document
This document has been developed in accordance with the new provision ARA.FCL.210 of Annex VI (Part-ARA) to Commission Regulation (EU) No 1178/2011, as amended by Commission Regulation (EU) No 290/20123, as amended by Commission Regulation (EU) No 245/2014.
The Examiner Difference Document contains the latest available information on the relevant national administrative procedures, requirements for protection of personal data, liability, and fees for each EASA Member State (MS). It is intented for use by examiners with a Part-FCL examiner certificate conducting a test, check or assessment of competence on a Part-FCL licence holder whose licence was issued by a competent authority (CA) other than their own.
This document is not meant to be used by examiners with examiner certificates or authorisations issued by third countries other than the EASA MSs.
This document should be carefully studied. Section 3 contains the national administrative procedures applicable to each EASA MS. These should be reviewed and applied when conducting a skill test, proficiency check or assessment of competence on a respective MS licence holder. Furthermore, any additional MS-specific requirements in addition to those specified in this section, i.e. liability, accident insurance, and personal data protection related information, should also be reviewed and taken into account by the examiner as appropriate.
