Why doesn't a country block I have put in appear to not be working?

CloudFlare's "Block Country" option currently only challenges visitors from the country you blocked with a challenge page, which means a human visitor could still enter the site by passing the captcha. If you fully want to block visitors from a country at this time, then you would need to place rules on your server to fully block.
